Yes, it would be covered by the DPA.  Difficult to answer the question of sharing.

I'd think it would rather depend on who the third parties were and what was shared.  It would be reasonable for a councillor to share information necessary to follow up the matter raised in the letter.  Just how far that could go without prejudicing the right to fair handling of personal material is a matter of judgement
