Can a District Councillor also be a Parish Council Clerk to a parish in that same district?

Would this constitute a conflict of interest in some way?

I don't know the answer to this, but my guess is that there is no legal bar to this. However, it would seem bad practice, since the person involved will be likely to make public statements about their opinions on local matters, or more generally their political inclinations. This is liable to work against the requirement for the clerk to act impartially and in accordance with the decisions of the parish council.
