Can a Parish Council police car parks leased from District Council, and issue fines.

I'm not sure of this, but do not think that local councils have the power to levy fines as such in relation to car parking.

However, anyone who owns land used for parking can levy penalty charges provided they are reasonable and motorists are given adequate notice of the charges at the time they park. Charges of this kind have to be pursued through civil law.

It may be wise to ask for professional advice to obviate any doubt.
