A councillor made a Code of Conduct complaint against the chair of a council, which has resulted in the council being placed under scrutiny which is still ongoing.

The same councillor had to leave a meeting early because of health issues and was absent when discussions occurred on division of responsibilities. In his absence the council decided to excuse him from any share of responsibilities pro tem. There was no prior discussion on councillor preferences, and no consultation with the councillor concerned on his willingness or ability to participate.

Is the council acting reasonably in these circumstances?

It doesn't sound reasonable, but it may well be lawful. Councils can make decisions to appoint members to committees without notice according to the most commonly used standing orders. Other delegations are similarly capable of being varied by the council.

But the council's actions may provide material for local campaigning.
